Shutter speed is how fast the shutter, a small hole in the lens, opens and closes. This can determine how crisp or blurred the image is. To capture fast moving objects, like racing cars, the ideal shutter speed would be a fast shutter speed like 1/800. Moving subjects you would want to be crisp and not blurry, hence a fast shutter speed traps the motion and freezes it. On the other hand, you would use a slow shutter speed (e.g: 2 seconds) in low light conditions to increase the brightness of the picture altogether. However, this should be used with a tripod or monopod to reduce camera shake. Depending on your camera, the minimum and maximum shutter speed varies.
